Every city, at least somewhat.
Recent amendments to SB 50 have put cities into 3 different categories:
1) Cities with population less than 50,000 in counties with population less than 600,000.
2) Cities with population more than 50,000 in counties with population less than 600,000
3) Cities and towns in counties with population greater than 600,000.
